Oh great. It seems being a carer is no longer enough to qualify for getting a covid booster here in England. I suppose at least I managed to get one jab last season (my previous before that being in 2021!) before they changed the rules yet again. How do they ever hope to get covid under control if they don't vaccinate the population?

Vaccinating "the vulnerable" is not enough to protect "the vulnerable". The way to protect vulnerable people is to vaccinate everyone else.
