This is what happens when a country is ruled by amoral short term thinking bean counters in the Treasury.

Any ‘unspent’ carbon emissions are phantom ie. Non-existent in the real world that requires us to reduce our emissions as fast as possible, not throw any progress into reverse.

*sigh* The proper target should be zero (or negative) of course. Setting targets which aren't negative is only worth doing so they are more "realistic" and don't put people off having any hope of reaching them. If those "more realistic" targets are easy (or even possible) to meet, though, they are not low enough — they should be as low as possible without causing anyone to actually give up. We need anyone in control of carbon-emitting industries to be struggling as hard as we can make them to meet emission reduction targets, because we need emissions to go down as far as possible, as early as possible, continuously. (I know I'm preaching to the converted of course…)
